│音樂...代表一種心情...代表著人們對於生活的態度│

很多人都很困惑，「公共衛生」到底是在做些什麼?難道真是讀來管理公廁的嗎?當初大學聯考結果公布時，莫名奇妙地，我就進入了「公共衛生學系」，一開始家人都認為公共衛生不是掃廁所，就是管理公廁的吧!?那時雖然很想反駁家人，卻也不知如何反駁，畢竟尚未進入學校的我，怎知道公共衛生到底是在做什麼。

但是現在的我已經能夠清楚地理解公共衛生之意義及使命...其實醫學三大領域，包含：一、基礎醫學，二、臨床醫學，三、預防醫學（公共衛生）；既然提到公共衛生的定義，就不得不想到以前老師總是要我們要熟背的一段話：

公共衛生是一門預防疾病，延長壽命，增進身心健康與效率的科學與藝術；經由有組織的社區力量從事環境衛生、傳染病管制、個人衛生教育、組織醫護事業，以利早期診斷與治療疾病，進而發展社會機構，以保障人人均有足以維持健康生活的水準。(1920年由耶魯大學Winslow教授所定義)

Public Health is the science and art of preventing disease, prolonging life , and promoting physical & mental health and efficiency through organized community efforts for the sanitation of the environment, the controls of the community infections, the education of the individual in principals of personal hygiene, the organization of medical & nursing service of the early diagnosis & preventive treatment of disease , and the development of the social machinery which will ensure to every individual in the community a standard of living adequate for the maintenance of health.

是的，公共衛生即是基於「公平正義」的原則，確保每一位國民都能實現其健康與長壽的天賦權力，這就是我們的使命，但這項使命並不簡單，所以我們必須透過有組織的社區力量來執行疾病防治、健康醫療照護、健康促進與衛生教育等...事項。所以請不要再告訴我，公共衛生是用來管公廁的了!
